A glass-making town on the River Stour

Stourbridge is a market town of 56,950 people at the 2021 Census, on the south-western edge of the West Midlands conurbation. It was historically in Worcestershire and joined the Dudley borough in 1974. Its name is tied to glass. Production dates from the early 1600s, mostly in Amblecote, Wordsley and Oldswinford, and the Red House Glass Cone at Wordsley is still used for glass-blowing demonstrations.

Today the town mixes independent shops, cafes, professional offices and trades with residential suburbs and green space, including Mary Stevens Park. The surrounding places, such as Wollaston, Pedmore, Norton and Lye, supply many of the sole traders and small companies we would expect to work with.

High Street trading and the Stourbridge BID levy

The town centre runs along the High Street, with the Crown Centre mall at the bottom, a Farmers' and Craft Market in Clock Square on the first and third Saturday of the month, and the Interchange bus station. Stourbridge also has a Business Improvement District. Businesses voted for it in a ballot declared on 1 November 2024, with 41 of 53 votes in favour. Dudley Council published that result.

The BID began on 1 April 2025 and runs to 31 March 2031. Its website says occupiers of business-rated premises in the BID area pay a levy based on rateable value, set at 2.5% in the first year and rising with CPI after that. If you trade from a shop or office in the area, that levy is a running cost. Tell us about it and we record it correctly in your accounts.

  • Sole trader and partnership accounts, with monthly records kept as you trade.
  • VAT registration once taxable turnover passes £90,000, then returns each quarter.
  • Payroll for shop and cafe staff, including auto-enrolment and RTI filings.
  • Limited company accounts and Corporation Tax once you incorporate.

Dudley Council and your rental property

Landlords in Stourbridge deal with Dudley Council, not Birmingham. Birmingham's licensing schemes cover Birmingham wards and do not reach Stourbridge. Dudley Council's landlord page says a house in multiple occupation is a dwelling where three or more people from two or more households share a facility, and that every HMO with five or more people must be licensed. It describes no selective or additional scheme.

Check that page before you let, because councils can change their approach. Your tax position follows national rules. Rent less allowable costs is taxed with your other income. Making Tax Digital for Income Tax applies from 6 April 2026 when 2024/25 qualifying income was over £50,000. The test is £30,000 for 2025/26 income, from April 2027, and £20,000 for 2026/27 income, from April 2028.

From Amblecote to Pedmore: who we speak to

Stourbridge covers a wide patch. Amblecote and Wordsley are the old glass-making districts. Oldswinford and Pedmore are largely residential. People living there often earn through more than one route: a salary plus a rental flat, a trade plus a company, or a retirement income plus a side business.

When income comes from several places, the Self Assessment return is where they meet. We gather each source into one set of records, work out what is due by 31 January, and tell you early if payments on account will apply.

Makers, studios and selling beyond the town

Glass is still part of the town's identity. The International Festival of Glass is held at Ruskin Mill every two years, and the British Glass Biennale is its main exhibition. Alongside the established names there are studio glassmakers, potters, designers and other craft sellers working as sole traders.

Makers who sell online or at fairs face a particular tax question: when does a hobby become a trade? Once you trade with the aim of making a profit, income must go on a Self Assessment return. Keep a record of materials, studio costs, fees and sales from the first sale. VAT registration follows once taxable turnover passes £90,000 in a rolling 12 months.
